In-Country Value

ICV certification support

Getting your In-Country Value certificate prepared, scored and renewed — the number that decides whether your tender is competitive in Abu Dhabi.

An ICV certificate is scored from your audited financial statements, so it is an accounting exercise before it is a procurement one. The score decides how your bid is weighted by ADNOC and the government-linked buyers that use the programme, and it is lost or won in how the underlying figures are prepared and classified.

Who it is for: Suppliers and contractors bidding to ADNOC, government entities and the large UAE groups that apply ICV weighting to their tenders.

What you get

  • A completed ICV template ready for the certifying body
  • A written note of your current score and what moves it
  • A renewal date tracked with your other deadlines

ICV template preparation

The certifying body’s template completed from your audited financial statements, with every figure traced back to the accounts it came from.

Score review before submission

What your score would be today, and which inputs are pulling it down, worked out before anything is filed.

Score improvement plan

Where local goods and services spend, investment, Emiratisation and expatriate contribution can realistically be improved for next year.

Audited accounts alignment

The financial statements the certificate depends on, prepared and closed in time for the certification window.

Renewal management

The certificate is tied to a financial year and expires. We track the renewal date so a live tender never meets a lapsed certificate.

Group and multi-entity handling

Companies with several licences or branches assessed together, so entities are not scored in a way that works against each other.
